Rodrigo is an exchange student studying in the art of evil science. He tries to take over the world by fooling Doofenshmirtz and using the evil doctor's invention in his own way.
Biography[]
Vanessa enters Doofenshmirtz's lair as she breaks up with Johnny. Her father introduces her to Rodrigo, who is being mentored in evil science. Seeing Vanessa, Rodrigo takes an interest in her. While Doofenshmirtz comforts his daughter, the student captivates her.
Later, Doofenshmirtz explains to Rodrigo the importance of a backstory for an evil scientist. Vanessa then suggests opening the rooftop, since it's a clear day. Doing so, Perry comes in and is trapped in a boot based on Vanessa's style. Surprised, Rodrigo questions the purpose of a weak trap, which Heinz explains is to hold the enemy until the scheme monologue is concluded, ensuring a fair fight between good and evil. Afterwards, the college student asks Doofenshmirtz for permission to show some of his traps. Gaining approval, Rodrigo takes out tools in front of Perry, revealing his intention of getting rid of the agent and the evil scientist.
With the mechanical trap finished, Doofenshmirtz observes it. Perry tries to alert his nemesis about Rodrigo, to no avail. Doofenshmirtz presents the propellers he plans to use to dislodge the Tri-State Area. Following the propellers' activation, Rodrigo ties Heinz's legs using a hidden trap, pushing him away from the controls. Rodrigo reveals that he is going to manipulate the inators to take over the world, surprising Doofenshmirtz. The student invites Vanessa to join him in his endeavor, only to be turned down. As he moves to accomplish his plan, Monty, who had seen Perry's alert, tackles Rodrigo. Defeated, the student comments about Vanessa's preference, which she says has been changed to good guys ("Minor Monogram").
Physical appearance[]
Rodrigo is tan-skinned and has black hair. He wears a dark grey sweater, a white lab coat, grey pants, and dark grey shoes.
Personality[]
He is evil and cunning. Unlike Doofenshmirtz, he has no problem in resorting to deceiving others and using dirty tactics to achieve his goal.

Doofenshmirtz[]
He doesn't think much of Doofenshmirtz, only using the evil scientist as a pawn in his grand scheme, all the while Heinz believes he is mentoring someone to take in his footsteps.
Vanessa[]
Upon learning that Vanessa likes bad boys, he is quickly interested in her. After trying to appeal to her, he is ultimately rejected in favor of a good guy.
Perry[]
At first, he is surprised by Perry's presence, but Rodrigo ends up taking the opportunity to use the agent as a means of enhancing his plan.
Monty[]
He is irritated by Monty, who stops him as he is about to put his scheme in motion. Detained, he is further annoyed in discovering that Vanessa prefers Monty over him.
