The Tri-State Area is the name of the metropolitan area surrounding Danville. The evil Dr. Doofenshmirtz often plans to create chaos in this area, not just the city of Danville itself. For such purposes, he built a scale model of the Tri-State Area.
The word "Tri-state area" is used frequently in the show to pinpoint the location of a location. (e.g.Tri-state area Public Library, Tri-state bombers, Good night Tri-state area! etc.)
In the episode "Flop Starz", Doofenshmirtz points a magnifying glass over the United States, revealing the Tri-state area's location, which is somewhere west of Denver. So it is perceived, by its position on the map, that the three states are Nevada, Utah, and Colorado. While this suggests Phineas and Ferb live in Utah, nothing is known for sure, since Danville, the city that Phineas and Ferb live in, does not exist geographically, as stated by Dan Povenmire. See the "Background Information" section of Danville for more details.
Another possibility is that the tri-state region is the New York City Metropolitan area, consisting of Manhattan, New Jersey, and Connecticut. The 1/100 scale model of the Tri-State area seems to indicate the city is on an island, such as Manhattan. In addition, while no Danville exists near this area, there is a Denville in Morris County, New Jersey, roughly 30 miles to the east of Jersey City and Manhattan Island.
However, It must be remembered that Phineas and Ferb's Tri-State area is a fictional place, and therefore can exist anywhere it wants. That's the beauty of it.
